Why Has Product Stewardship Become an Issue?
The economic prosperity of the last 10 years has increased average per capita income, but it has also dramatically increased the amount of waste sent to landfills, incinerators, and wastewater treatment plants. It has also increased the amount of waste recycled. Increased waste means increased recycling and disposal costs. Costs are further escalated by the need to keep a growing number of toxic products out of solid waste disposal facilities. The costs of managing the recyclables and toxic waste have become a financial burden for local communities, and local agencies have turned back to the states for assistance. State agencies are now turning to product manufacturers, retailers, and other potential industry partners to become part of the solution and to alleviate the burden created by what many local governments are calling an "unfunded industry mandate."
