Prospectus for Minnesota Pollution Control Agency’s Report to the Legislature On A Product Stewardship Framework: The Minnesota Legislature adopted language in 2008 requiring the Minnesota Pollution Control Agency (MPCA) to develop recommendations for reducing environmental and health risks posed by the use or disposal of products using a comprehensive product stewardship approach. The report is due to the Legislature by January 15, 2009 and the prospectus from Minnesota describes what the report will include.

Minnesota Product Stewardship Recommendations Report: (January 2009) This report fulfills the legislative requirement (see “Prospectus” reference above) for the Minnesota Pollution Control Agency to develop recommendations related to a comprehensive framework for product stewardship. The report provides an overview of product stewardship in Minnesota and a summary of product stewardship development in North America.

Minnesota Product Stewardship Policy: (February 1999) This policy was issued in 1999 by the Office of Environmental Assistance (since renamed the Minnesota Pollution Control Agency) to promote resource conservation and protect the public health and the environment through product stewardship.

Oregon Product Stewardship Act of 2009 – Draft: Oregon Product Stewardship Legislation – Outline (Discussion Draft December 12, 2008). This bill relates to product stewardship and producer responsibility for the lifecycle impacts of products and the safe management of those products as waste, including providing for the reuse, recycling, and disposal of waste products.

Oregon Product Stewardship Legislative Concept: (November 2000) This document proposes: a Product Stewardship Policy; Goals; Targets; Procedures and Responsibilities; Priority Products and Examples of Options to Reach the Goals. It includes a discussion draft about the role of Extended Producer Responsibility and waste prevention in helping Oregon reach sustainability by 2025.

Washington Product Stewardship Draft Bill: (2008, Appendix D, pages 65-83) As part of the Washington Beyond Waste Implementation Working Group’s report describing reductions in greenhouse gas (GHG) emissions associated with solid waste, an implementation plan was developed that included creation of product stewardship framework legislation. The draft legislation that appears at Appendix D of this document is aimed at improving the environmental performance of products, specifically reducing their carbon footprint and increasing their recycling.

San Francisco, California, Precautionary Principle Ordinance: (March 2003) The San Francisco Precautionary Principle Resolution passed on March 4th of 2003. The resolution was co-sponsored by 10 of the 11 members of the San Francisco Board of Supervisors. It set the stage for the passage of an ordinance on June 17th, 2003 which pulls together San Francisco's existing precautionary-based laws, including an arsenic-treated wood ordinance, an Integrated Pest Management plan, a healthy air ordinance, and a pilot Environmentally Preferable Purchasing Program, and codifies them as a San Francisco Environment Code Ordinance. |
